(1) If a refusal of access has been issued, the Detention Index is Above Average regardless of the value of the Detention Ratio(2) Average Ratios are calculated considering the total number of deficiencies (ISM and Non ISM), total number of inspections and total number of detentions in the previous 3 calendar years. These values can be obtained from the Paris MoU annual reports.
