What is the transitional phase of CISE?
The development of CISE was proposed in 2009 and has been refined and developed since then. Following interoperability and security research projects, the transitional phase of CISE was set up in April 2019 by the Commission (DG MARE) to facilitate the transformation of the pre-operational CISE network into an operational CISE network. A Grant Agreement with an initial duration of two years was signed between the European Commission’s DG MARE and EMSA, to entrust EMSA to set up and coordinate the CISE activities. The main purpose of the transitional phase is to transform the outcome of an EU research project into an EU-wide operational network for exchanging maritime surveillance information.
