SAFEMED IV Training on the implementation of the III Code

From 19 to 20 June 2018, EMSA hosted the Training on the Implementation of the IMO Instruments Implementation (III) Code in collaboration with the International Maritime Organization (IMO). The activity was planned as part of the Component 1 “Flag States” of the EU funded project SAFEMED IV. Such component aims at providing technical assistance and support to maritime administrations of the SAFEMED IV beneficiary countries in order to assist them in fulfilling their obligations as Flag States as established by the maritime international legal framework.

 

Overall, 16 participants from   Algeria, Egypt Israel, Jordan, Lebanon, Morocco, Palestine and Tunisia have successfully completed the 16 hours course. The training was delivered in collaboration with the IMO Secretariat.

 

The activity was divided into two main parts. During the first half, the participants received background information and latest development of the Code (Adopted by the IMO Assembly with Resolution A.1070 (28))  and the IMO Member State Audit Scheme (IMSAS). During the second half, the lectures provided an in-depth analysis of key aspects of the Code. In detail, the participants deepened their knowledge on the Strategy of Maritime Administration, Records of Communication and Information, Evaluation and Review, Delegation of Authority, among others. Also, Flag, Port, and Coastal states obligations were thoroughly discussed.

 

The objective of the training was to provide a solid foundation to the representatives of the beneficiary countries in preparation of future IMSAS audits. All participants showed a high-level engagement with the lecturers and EMSA representatives.
