BCSEA II Project Coordination Meeting
Dates: June - August 2022
Before the beginning of the BCSEA II Project on 1 October 2022 EMSA conducted coordination meetings with the Beneficiary countries. These meetings were conducted with each of the Project beneficiaries before the initial phase of the project as a tool to support identification of gaps and needs to be addressed.
In order to ensure continuity of the capacity building and technical assistance services offered to the beneficiaries by the Agency, in the aftermath of the COVID-19 pandemic in Europe and considering the lockdown measures which persisted in some countries in Europe, including some of the beneficiary countries, the project team held the coordination meetings via Internet platforms.
Their aim was to present the upcoming new project and taking into consideration its Terms of Reference priorly agreed with the Contracting authority DG NEAR, to identify in cooperation with the relevant Authorities in the beneficiaries, the actions considered feasible for implementation
Provision of training sessions, workshops, seminars and meetings

During the initial phase of the implementation of the BCSEA II Project, EMSA organised an online training on CleanSeaNet for Duty Officers from Ukraine.
Despite the challenges posed by the ongoing Russian aggression against Ukraine, 7 staff members from the State Service for Maritime, Inland Waterway Transport and Shipping of Ukraine and the State Hydrographic Service of Ukraine successfully completed the training.
Provision of Rule-check & e-learning via the EMSA platform (MaKCs)

RuleCheck is a web-based decision supporting tool originally designed for the Port State Control (PSC) competent authorities in the Paris MoU domain then extended to all staff from the EU MSs maritime administrations as well as to all staff from the BCSEA II beneficiaries administrations. RuleCheck grants access to the up-to-date version of the international and European maritime legislation. Port State Control officers are also grant with access to the procedure of the relevant Memorandum of Understanding on Port State Control.
The Maritime Knowledge Centre (MaKCs) is a web-based e-Learning platform, providing a cost-effective and efficient way of ensuring the distribution of up-to-date training material to a large number of users. Currently ___ online learning modules are available to users from the BCSEA II beneficiary countries.
The Project beneficiaries were given access to RuleCheck and MaKCs as an activity under the previous Project. Contact points were designated and trained on the tool. The provision of RuleCheck and MaKCs was extended under the current Project and EMSA will follow-up on the use and continue promoting the tool throughout the duration of the current project.
Provision of CleanSeaNet service (CSN)

CleanSeaNet is a European satellite-based oil spill and vessel detection service which assists the participating States for the identification and tracking oil pollution on the sea surface as well as for monitoring accidental pollution during emergencies.
Some of the BCSEA Beneficiaries were provided with CSN service during the previous project. During the current action started on 1 October 2022, the provision of CSN to Ukraine has also been brought within the context of the project.
The participating beneficiaries will be also provided with SAT-AIS information supporting the identification of the eventual polluters. The participation of the beneficiaries leads to the harmonised provision of the service to the project’s beneficiaries and the enhancement of their capacity to detect and respond to marine pollution.
Sharing T-AIS Information

Within the context of the BCSEA II project Georgia and Ukraine will continue to participate in the 3-phase pilot project on sharing AIS information. The two beneficiaries, currently involved in phase 2 of the pilot project, are sharing T-AIS information between themselves and, on reciprocal basis, with the EU MSs and non-EU countries participating in the regional SafeSeaNet server.
During the BCSEA II implementation period Georgia and Ukraine should get access to the phase 3 further progressing in terms of integration in the European SafeSeaNet system.
