2023: Sustainability and technical assistance

Throughout 2023 EMSA supported the European Commission and Member States in a range of actions linked to the European Green Deal, in particular, in the process towards the final adoption of the proposals part of the “Fit for 55 package,” such as the extension of the Emission Trading System (ETS) to maritime transport, changes to the MRV Maritime Regulation, and the FuelEU Maritime Regulation.

By the end of 2023, we delivered the first modifications to THETIS-MRV, supporting new functionalities in support of the implementation of the legislation. We also delivered a full set of online resources and webinars to prepare industry for the extension.

And, in parallel, we supported the European Commission in the implementation of the FuelEU Maritime Regulation.

New studies on the potential of hydrogen as a fuel in shipping and the potential of wind-assisted propulsion for shipping were released in 2023, joining previous studies on biofuels and ammonia.

We continued our technical work across a range of issues, in support of greater maritime sustainability and greener shipping.

We maintained and diversified our toolbox of support services to help Member States respond quickly, effectively, and efficiently to oil or chemical marine pollution incidents from ships and oil and gas installations. And in 2023, the number of our contracted oil spill response vessels with Remotely Piloted Aircraft Systems on board grew to 13.

Throughout 2023, our visits and inspections programme continued, with one cycle of visits, on marine equipment, concluding. The substantial programme of visits and inspections was accomplished.

The EMSA Academy continued to deliver learning services in 2023, reaching over 1 000 participants from different competent authorities. And. through the SAFEMED V, BCSEA II, and IPA III projects, we ensured the delivery of capacity building actions in beneficiary countries.
