Pilot Exchange Programmes are specialised services offered by the EMSA Academy, designed to enhance the Agency’s comprehensive learning portfolio, with particular emphasis on the Common Core Curricula. These programmes serve a pivotal role in delivering practical, on-the-job experience to targeted professional groups. The experiential learning is facilitated through short-term exchanges, which are hosted by Member States that volunteer their resources and expertise.

The primary aim of the Pilot Exchange Programme is to bridge the gap that often exists between the theoretical components of learning programme and the practical realities of working within the maritime domain. By participating in these exchanges, professionals gain invaluable hands-on experience in activities such as Port State Control inspections, flag State inspections, Sulphur inspections, maritime audits, and others. This approach ensures that participants are able to effectively apply the knowledge acquired in formal training to real-world scenarios, thereby strengthening their competence and confidence in day-to-day operations.
