El concepto de una Agencia Europea de Seguridad Marítima (EMSA) como organismo regulador nació a finales de la década de 1990, junto con otras importantes iniciativas europeas de seguridad marítima. La EMSA fue creada por el Reglamento (CE) n.º 1406/2002 como un importante medio de apoyo a la Comisión y a los Estados miembros en el ámbito de la seguridad marítima y la prevención de la contaminación por los buques, y las modificaciones posteriores han perfeccionado y ampliado su mandato.
